Eielson Air Force Base

Location: Fairbanks, Alaska

TCSI was selected to provide engineering, procurement and construction (EPC) services for the Central Heating Power Plant (CHPP) Bailey distributed control system (DCS) migration project at Eielson Air Force Base (AFB). TCSI was chosen for this $1.7 million project based on our comprehensive understanding and field-proven competency in the Bailey Net 90/Infi 90 DCS platform. The staging and logistics of this project required the migration to take place while the plant remained fully operational. The project team (which also included MWH, Rockwell, and Grasle) was awarded the United States Air Force’s Blue Seal, the highest honor a contractor can achieve for exemplary project success. TCSI’s responsibilities included:

  • Performing control system migration of 5 steam turbine generators
  • Performing control system migration of 6 stoker-fired traveling grate boilers
  • Designing architecture to pair the boilers and provide each pair with redundant processors
  • Designing balance of plant (BOP) controls from Bailey Infi 90/Net 90 DCS to Allen Bradley ControlLogix utilizing function block programming
  • Adding redundant processors to the BOP Designing programmable logic controller (PLC) panels for the Bailey cabinets (after removal of the Bailey MMUs)
  • Replacing the existing human-machine interface (OpsCon/Intellution) with GE Cimplicity (customer’s choice), including 2 servers, 1 EWS, and 11 clients on a new CAT 6 Backbone
  • Providing complete EPC services, with MWH supplying Contract Services between MWH/TCSI and USAF
